The rules of the GATT allow the formation of regional groups. Although customs union and free trade area are discriminatory associations, they may not pursue policies which increase the level of their discrimination beyond that which existed prior to their formation. Since the end of the Second World War various forms of international economic integration have been proposed and numerous schemes have actually been implemented. The EC is the most significant and influential of these arrangements since it comprises some of the most developed states of Europe.

The common commercial policy of the European Union is inherently complex. It is multi-faceted and multi-dimentional, which can be seen taking into account the outcome of numerous compromises at the EC Council and Commission level. The background to EC trade policy is different in many respects from that of trade policies of other major trading groups. For this reason alone it constitutes a worthwhile subject of study. The evolving nature of the EC itself makes such a study even more challenging.

The EC is an association of states with a particular legal character. Its members are united more closely than in the traditional form of international cooperation between states. A common trade policy is necessary for the EC because in its absence internal trade will be impeded and the purpose of a common market in danger. A common trade policy is desirable in so far as it strengthens the bargaining power of the Community. Taking into account above mentioned arguments it is very important to provide the students of different faculties within the Warsaw School of Economics with a broad and on the other hand very detailed information on the external relations of the EU and its position in the world trade system: the legal base and economic consequences for European undertakings of the cooperations and trade preferences granted to different third countries. These companies can offer their products or services not only within the internal market of the EU but also abroad: respectively to the level of liberalisation deriving from the agreements signed by the EC with third countries. It is very important to understand and to discus with students, interested in different parts of economy (theory, marketing, management, international relation, European issues, banking and financial systems), about the impact of conclusions of the agreements with different countries all over the world. It seems that only wider knowledge, which is also an element of the idea of the economy based on knowledge, as a support of the Lisbon Strategy, can help the students of the Warsaw School of Economics to understand the mechanism of the common commercial policy and the external relations of the European Union with third countries, the possibility of cooperation with partners from different countries and the influence of it on their businesses.

The proposed European module "European Union as a player in the international relations" will be one of compulsory lectures within the European faculty of the Warsaw School of Economics, which can be chosen by students from various faculties (Economics, Management and marketing, International relations, European affairs) and will be a part of the obligatory lectures of the specialisation: "European Integration". Such a system can ensure that students of different discipline will be able to attend the lectures and to widen their knowledge, thus the proposed European module should reach a large number of students.
